Abstract
The process of trans-nationalization and its implications for civil society are rapidly coming to the forefront in civil society and third sector studies, as well as in research on international governance where civil society organizations , along with other non-state actors, are increasingly noted as playing an important role in supra- and international multi-level governance processes. This chapter discusses regionalization in the Baltic Sea area as a vehicle for change in the complex relationship between regional NGO networks and the region's governmental actors.
