Global development frameworks have expanded from human development to sustainability and climate action, but their underlying structure remains unclear. Using longitudinal network analysis of HDI, MDG, SDG and Paris-aligned indicators from 2000–2019, we identify a development continuum: a stable core of health, education and basic services alongside peripheral environmental and weakening gender indicators. Post-2030 frameworks must integrate sustainability into the core architecture of development.
